解决方法

最后我发现了什么问题.

首先,它需要做的是安装Xcode命令工具.

xcode-select --install

其次,需要检查Ruby on Rails是否配置良好.

之后,在Xcode 6的首选项中连接Xcode命令工具.

然后就可以使用命令sudo gem install cocoapods.
