$("#loading").ajaxStart(function() {
    $(this).show();
}).ajaxStop(function() {
    $(this).hide();
});

要么：

$.ajax({
   url : 'user_settings.PHP',data: $("#mail-change").serialize(),beforeSend: function(){
     $("#loading").show();
   },complete: function(){
     $("#loading").hide();
   },success: function(res) {
     $(res).insertBefore(".grey");
   }
 });
