几个月前,我遇到了这个确切的问题。它是您的显示器(或者从技术上讲,您是在显示分辨率和缩放比例)。我猜您有一个高DPI监视器。您可以在VS中看到有关缩放的一些通知-VS Windows窗体设计器似乎无法很好地处理缩放。

我通过首先放弃对表单所做的任何更改并关闭VS来解决此问题。 然后将我的显示器分辨率改回标准高清(因为没有缩放我的4k显示器会使事情变得太小-您可以尝试以标准的100%缩放比例),然后打开我的VS进行更改并一切正常。
