允许url fopen打开，但不能与file_get_contents一起使用

当我查看pinfo页面时，我的allow_url_fopen已打开

但是当我尝试做

  $url = 'https://www.google.com/recaptcha/api/siteverify';
  $response = file_get_contents($url,false,$context);

我有警告
