为什么我在Play商店上激活的最新Google App版本在第一次更新时不可供现有用户使用

每当发布新版本的应用程序时，我都会在Google Play商店中拥有一个应用程序，我现有的用户会获得该应用程序的即时版本，而不是新用户在Play商店中已发布并可用的最新版本，而我现有的用户只能在第一次更新时获得即时版本，例如

问题

>     let's say User A has installed App Version1 on date d1 which is available on that date
>     then let's say Developer has released App version2 on date d2 & Version3 on date d3 & so on
>     & lets now assume that the current new version is App version 10 on date d10 which is available on play store for all new users
>      the real issue is with existing users,say if our existing User A updates the App on date d10 we noticed the existing user is getting App Version2 which is next to their current version 
> instead App Version10 when updated first time,in which case the user has to update twice to sync with the latest version of the App

问题

是否有一种方法可以停用旧版本的应用程序，以便用户只能获取最新版本，我可以在发布仪表板中看到，只要新版本处于活动状态，旧版本的应用程序就会停用，但这似乎仅适用于记录，而实际行为如上所述。
