解决方法

First add Poweshell to PATH as %SystemRoot%/system32/WindowsPowerShell/v1.0.
open powershell as admin and write this command Set-ExecutionPolicy Unrestricted -Scope CurrentUser -Force.
last thing fire npm-windows-upgrade.
