我有类似的问题。可能与最新的节点（v15）和npm（v7）版本有关。
尝试使用node:lts或node:lts-alpine图像。

tslint版本与tslint-config-airbnb不兼容，该版本也已弃用https://github.com/progre/tslint-config-airbnb
