CSS3的区别在于：根伪类和html？

似乎找不到关于这个的很多信息。

Smashing Magazine似乎基本上说html和：root是一样的，但肯定会有区别？

The :root pseudo-class represents an element that is the root of the document. In HTML,this is always the HTML element.
