对于postAtTime：
public final boolean postAtTime (Runnable r,long uptimeMillis)
...
uptimeMillisThe absolute time at which the callback should run,using the uptimeMillis() time-base.
...
对于postDelayed：
public final boolean postDelayed (Runnable r,long delayMillis)
...
delayMillisThe delay (in milliseconds) until the Runnable will be executed.
...
如果仍然不清楚,postDelayed()会在当前时间X毫秒后运行.而postAtTime()在指定的时间XX：YY：ZZ.mmm运行.
